SLC after class 12 under amended Education Act

The Ministry of Education (MoE) is still confused about the issuance of board certificate to the students who appeared in the School Leaving Examinations (SLC) this year owing to the new amendment to the Education Act.
The new amendment has scrapped the Higher Secondary Education Board, integrated +2 level into school education and sorted out decades-long problem of temporary teachers. An eighth amendment to the Education Act-1972 was approved by parliament Saturday.

With the amendment, a National Examination Board will be formed instead of the Higher Secondary Education Board, and class 10 exams will be conducted at regional/province level while class eight exams will be conducted by the district. With the new amendment, class 12 exams will be held in lieu of SLC board exam, according to the Ministry of Education.

A total of 615,553 students appeared in the SLC examinations this year. However, the ministry has not said whether the students who appeared in this year’s SLC will have to sit for SLC at the end of class 12.“We can explain about it only after the formulation of education policy and new regulation,” Dr Hari Prasad Lamsal, spokesman at the MoE, told the Republica.The amended act has divided the school-level education into basic/elementary (grades one to eight) and secondary level (grades nine to 12) in place of the existing primary (grades one to five), lower-secondary (grades six to eight), secondary (grades nine to 10) and higher secondary (grades 11 to 12) levels.“The new act has also made provision to form a National Education Council, National Examination Board and Education Review Office,” said Lamsal.

Likewise, the amended act allows temporary teachers recruited before February 2011 to either compete for 40 percent reserved posts in total vacancies or choose a golden handshake deal which offers incentives between Rs 100,000 to Rs 400,000 based on their service period. The incentives will be provided as per service periods of 5-10 years, 10 to 15 years and 15 years and above.

Temporary teachers under the first category will be provided with an amount equal to a salary of 15 days for each service year while the second and third categories will be entitled to a salary of one month and of 45 days respectively for each year of service period.
