Six-fold increase in govt job applications

The number of applications by aspirants of civil service jobs has increased six-fold in the past 10 years.

According to the 59th annual report of the Public Service Commission submitted by its Chairperson Umesh Prasad Mainali to President Bidhya Devi Bhandari today, the number of applicants for civil service jobs rose from 86,168 in the fiscal 2008-09 to 567,853 in the fiscal 2017-18. The PSC said applications submitted for jobs in security agencies and corporate bodies were not included in this data.

The lowest number of applications came from Manang, Mustang, Dolpa, Rasuwa, Dolpa and Mugu districts, while the PSC received the highest number of applications from Saptari, Dhanusa, Siraha, Mahottari and Rautahat districts. The average age of the applicants was 26 years.


The PSC had published as many as 1,204 vacancy notices for 5,970 posts in 2017-18 and did not receive any application in 101 advertisements. It prepared 5,836 question papers for examinations during the period. Applications for the post of non-gazetted second class officer (kharidar) outdid others in number with 146,476. No candidate could not get through the test conducted in response to 114 vacancy notices.

It stated that only 26 per cent applicants who appeared in first phase of examinations held for the posts of section officers, non-gazetted first class posts and non-gazetted second class posts cleared the tests.

The report contains PSC’s activities carried out between mid-July 2017 and mid-July 2018, which includes written examination and interviews conducted by the PSC, analytical reports on inclusive recruitment, advice offered to different agencies, activities carried out to introduce reforms and PSC’s decisions relating to various complaints.


The PSC has also incorporated analytical statistics on application trends, district-wise application details, classification of applications on the basis of ethnic groups of the applicants, and age and gender-wise descriptions.

According to the PSC, it recommended permanent appointment of 41,068 civil employees in the past eight years.
