Issues relating to education top complaints at CIAA

On the sector-wise distribution of complaints registered at the Commission for the Investigation of Abuse of Authority in the fiscal year 2015-16, the highest 7,264 complaints (about 23 per cent) were related to the education sector, said the 25th annual report of the CIAA recently submitted to Prime Minister KP Sharma Oli.Following education sector, there were 3,982 complaints (about 13 per cent) related to the Ministry of Federal Affairs and Local Development, 2,165 complaints (about 7 per cent) related to the Ministry of Land Reform and Management and 1,493 (about 5 per cent) complaints related to the Ministry of Health.

Likewise, 1,358 complaints (about 4 per cent) were related to the Ministry of Forest and Soil Conservation whereas complaints relating to the Ministry of Home Affairs numbered 1,263 (about 4 per cent).

Besides, 4,018 (about 13 per cent) complaints were received in connection with property valuations and special investigations and 3,465 (about 11 per cent) on fake academic certificates.

In the fiscal year 2015-16, the central and regional offices of the CIAA and the district administration offices vested with the delegated authority of the CIAA received a total of 31,213 complaints, out of which 9,710 complaints were carried forward from the previous fiscal year 2014-15 whereas 21,503 new complaints were registered in the fiscal year 2015-16.

Preliminary investigation has been completed on all the complaints received in the fiscal year 2015-16, said the report.

The fiscal year 2015-16 saw an increase of 3,527 complaints in comparison to complaints registered in the previous fiscal year.

According to the report, as many as 21,648 have been resolved in the fiscal year 2015-16. Of the resolved complaints, a decision to conduct detailed investigation has been made on 1,244 complaints whereas the rest of the complaints have been resolved by applying other multiple provisions.

In view of the complaints resolved, overall performance achievement of the anti-graft body in 2015-16 has been around 70 per cent.

In the cases decided by the CIAA in fiscal year 2015-16, a total of Rs 1,394,016,071 was claimed from the defendants.

Gender-wise, 828 defendants were males whereas 75 defendants were females.
