Do not give public schools' responsibility to private: House panel

June 13: Education and Health Committee of the Parliament Friday directed the Ministry for Education, Science and Technology (MOEST) not to give the responsibility of improving quality of public schools to the private schools.

A meeting of the committee chaired by its president Jayapuri Gharti asked the government not to give the responsibility of public schools to private, stating that the government decision on that was against the Constitution.

The committee asked the government to take the complete responsibility of public education as the Constitution and legal provision of the country clearly state that the responsibility of quality improvement, physical infrastructure development and ensuring availability of academic resources to public education falls on the shoulder of the government.

Meanwhile, the committee welcomed the government decision to cancel this years’ Secondary Education Examination (SEE). It asked the Ministry to make arrangement to conduct the examinations of Grade 10 and Grade 11 from local levels permanently. The committee suggested conducting only Grade 12 examination of school education.

Regarding the alternative management of education during this COVID-19 fear, the committee asked for making arrangement to ensure access of alternative education to the children of poor family background and differently able children. Likewise, the committee asked the government to properly allocate the budget to equip community schools technologically. It also asked government to make mechanism for regular and effective monitoring of the alternative education. The government has decided to go for alternative education through different medium from June 15.

Similarly, the committee asked the government to pay minimum salary to teachers of Early Child Development (ECD) across the country. Now, a total of 26,000 ECD female teachers are teaching children up to five years of age drawing only Rs. 6,000 a month.
