536,617 applications for government jobs in fiscal 2020-21

The Public Service Commission has published a total of 1,362 advertisements and notices for fulfilment of vacancies through open competition, internal competition, and promotion during fiscal 2020-21.

Of the advertisements and notices, 465 were related to promotion of 3,754 posts, 178 internal competition, 248 open competition and 471 meant for inclusive group in civil services. In response to the advertisements and notices, the PSC received 536,617 applications for promotion, open competition, internal competition and inclusive groups.

Saptari, Sarlahi, Dhanusha, Siraha and Mahottari were among the top five districts in terms of the number of applicants, while Manang, Mustang, Rasuwa, Dolpa and Nawalparasi (West) witnessed least number of applicants for civil service jobs.

According to the 62nd annual report recently submitted by the PSC to President Bidhya Devi Bhandari, Province 2 and Gandaki had the highest and least number of applicants respectively.

The report said it did not receive a single application for 61 advertisements, including 53 open competitions and eight inclusive groups. The PSC could not conduct any written test during the fiscal 2020-21 due to the adverse situation created by the COVID-19 pandemic.

In the fiscal 2019-20, it had conducted tests for 2,171 posts and published 214 advertisements under civil service. A total of 82,731 applicants, including 31,519 females and 51,212 males, appeared for the tests. As many as 74 examinees, including eight women, were expelled for irregularities during the tests.

Similarly, the PSC checked a total of 548,075 answer sheets (both objective and subjective) under civil service.

It also issued recommendation for permanent appointment of 138 persons, including 31 women, from 45 districts in the civil service during the reporting period.

Of them, the highest number of candidates (42) were from Bagmati Province while Sudurpaschim Province saw the least number of candidates with only six applications.

The PSC informed that the number of candidates recommended for permanent appointment in the fiscal 2020-21 was the lowest in recent years due to its failure to perform works as per the annual calender in the course of implementing an interim order issued by the Supreme Court. Likewise, only 20 candidates were recommended for permanent appointment under inclusive groups.

The report said that it had written to the relevant department to initiate action against 32 civil employees over breach of duty in the fiscal 2020-21. During the reporting period, the PSC developed two curricula for various posts under health service and education service.

It claimed that the constitutional body had ensured quality and credibility of examination based on various principles such as qualification, fairness, impartiality, equal opportunity, confidentiality and inclusion.
